Bay Area Storm Water Authority

BASWA Information

Mandated by Congress under the Clean Water Act, the NPDES Stormwater Permit program was developed to address non-agricultural sources of stormwater discharges which affect the quality of our water. The permit program controls water pollution by regulating point sources that discharge pollutants into the waters. Point sources are discrete conveyances such as pipes and man made ditches

On March 10, 2003 Phase II of the NPDES permitting system and its accompanying rules and regulations came into effect. The affected municipalities in the Bay Urbanized Area formed the Bay Area Storm Water Authority in an effort to meet the state and federal storm water regulations. It is the vision of this Authority to address water quality issues related to storm water by identifying and eliminating illicit discharges and to educate the general public on how to improve water quality.

Polluted stormwater runoff is a leading cause of impairment to our water bodies that do not meet water quality standards. When left uncontrolled, this water pollution can result in the destruction of fish, wildlife and aquatic life habitats; a loss in aesthetic value; and threats to public health due to contaminated food, drinking water supplies and recreational waterways.

Updates to the National Pollutant Discharge Elimination System (NPDES) and Groundwater Permit Application Forms in MiWaters (recorded 5/2/19, 55 min)

  • This webinar highlights the new Correction Request feature which allows staff to provide specific feedback on questions within the application form directly to the applicant. This feature also allows the applicant to respond to those specific questions/comments within MiWaters. The webinar includes a demonstration of how applicants respond to the Correction Requests and resubmit a revised application. Additionally, the webinar goes over application submittal in MiWaters.

Groundwater Discharge Program in MiWaters (recorded 4/15/16, 63 minutes)

  • This webinar focuses on how to submit a groundwater discharge permit application in MiWaters. We also review some specifics of entering and submitting monitoring data once a permit has been issued. This webinar should be of interest to any facility required to have a groundwater discharge permit, their certified operators, and consultants.

Be Stormwater Savvy

The Center for Environmental Study (CES) developed a Be Stormwater Savvy Media Campaign Toolkit through an EPA Section 104(b) Water Quality Programs grant administered by EGLE. The toolkit consists of resource items that were evaluated and selected by CES for timeliness and appropriateness for use within the Public Education Plan developed by local governments to implement requirements of the Phase II Stormwater NPDES permit. These items, listed below, have been revised when appropriate to make them usable throughout the state. The Be Stormwater Savvy logo developed for use statewide has been incorporated into most items.
